The Secretary notified the Board of the passing of his friend Frank Diaz-Balart, PE. Frank was President of the Chapter from 1997 to 1999 and served as an Officer and Board member for many years. He retired from the Port Authority of NY & NJ and moved to Florida to be closer to family.
